Annie Jensen, LCSW
With more than 25 years in clinical practice and administration, Annie Jensen has dedicated her career to helping behavioral health organizations improve client outcomes and navigate an ever-changing healthcare landscape.
Annie spent 14 years in community behavioral health leadership, serving in roles including Director and Chief Operating Officer, before transitioning to consulting — work that became her true calling. Since 2013, her focus has been singular: the DLA-20. As a co-author of the updated DLA-20 assessment tools, the DLA-20 Self-Report Tool, and the DLA-20 Functional Guide to Measuring Outcomes, Annie brings both the clinical depth and the practical expertise to help organizations not just adopt the tool, but use it well.
Annie holds a Master of Social Work and is a Licensed Clinical Social Worker in the state of Missouri.
Willa Presmanes, MS
Willa Presmanes is a behavioral health researcher and outcomes specialist with deep expertise in functional assessment and the measurement of daily living activities to improve mental health treatment outcomes.
Willa holds two master's degrees in community psychology and program evaluation. Her public service career included Quality Improvement work within Georgia's Regional Behavioral Health Services.
For 20 years, Willa served as Lead Outcomes, Medical Necessity, and Utilization Review Consultant for the National Council for Mental Wellbeing and MTM Services — a relationship that laid the foundation for the formal partnership DLA-20 Insights holds with the National Council today.
Willa authored the DLA-20 Functional Assessment Guide to Measuring Outcomes (National Council, 2017) and co-authored the second edition (2025) with Annie Jensen.
Jenny Ganaway, LCSW
Jenny Ganaway, LCSW, is a seasoned behavioral health leader with 27 years of experience specializing in crisis management, dual diagnosis treatment, and system-level program development.
Jenny has extensive experience guiding teams in the effective use of the DLA‑20 Functional Assessment, supporting clinicians in strengthening treatment planning and improving measurable outcomes.
Driven by a passion for helping others unlock their potential, Jenny brings a strengths-based, collaborative approach to every role she takes on. Most recently, she has provided national consultation on the DLA‑20, supporting agencies across the United States in implementing the tool with fidelity while navigating real-world challenges in workflow, training, and culture change.
Jenny holds a Bachelor of Arts in Human Services from Park University and a Master of Social Work from the University of Missouri.
